Delivery Unit Heads to meet at Global Transformation Forum 2015

Global leaders to share ideas, insights and best practices on operationalising transformation in Kuala Lumpur from 21-23 October 2015

KUALA LUMPUR, Malaysia, Sept. 22, 2015 /PRNewswire/ -- For the first time ever, leaders of delivery units and subject matter experts from three countries will be meeting up to share their perspectives on operationalising transformational initiatives and programmes at the inaugural Global Transformation Forum. The Forum, organised by BFR Institute Sdn Bhd (BFR-I) in partnership with the United Nations Development Programme (UNDP), will be held in Kuala Lumpur next month.

Amongst those in attendance include Sir Michael Barber, former head of Tony Blair's Prime Minister's Delivery Unit (PMDU) in the United Kingdom; Omari Issa, CEO of the President's Delivery Bureau (PDB) of Tanzania; and Dato' Sri Idris Jala, CEO of the Performance Management and Delivery Unit (PEMANDU) in the Prime Minister's Department of Malaysia, who helmed similar delivery units in their respective countries.

Barber and Issa will be convening in a panel discussion titled "Defining your True North" and will share their unique perspectives on how they have led the national transformation programmes for the United Kingdom and Tanzania, while Jala will share the successes of Malaysia's transformation journey in his keynote session titled "Big Fast Results". All three will speak on the successes in creating positive socioeconomic impact, and challenges such as implementing multi-stakeholder initiatives and prioritisation.

"One of the biggest challenges of our era is the citizens' expectations for an effective Government which rests greatly upon how efficient and accessible are its public service delivery, and on implementing its reform programmes and initiatives. Reform has to be bold; if you get the boldness of the reform and the quality of the execution right, you get transformation," said Barber.

In implementing programmes and initiatives, the delivery units have grappled with different challenges, unique to the development stage of their country and cultural diversities.

"The GTF is timely as the world needs a global forum where present and former Heads of States, Delivery Unit heads, top civil servants, Ministers and captains of industries can meet up and exchange their experiences on transformation. There are so many valuable insights from different countries -- the good, the bad, the ugly -- which can be shared and learnt from," said Jala, who is also Managing Director of BFR-I.

In recent years, people around the globe have been participating in transformation work that delivers positive impact at an unprecedented scale.

"Several countries, including Tanzania, which have recognized that Governments place more emphasis on policies than on delivery, are setting up delivery units to address the imbalances. Two of the most important factors that will lead to real transformation include full buy-in and commitment at the highest level and discipline in execution," said Issa.
