HEEACT and Scientific business sign MOU of collaboration to support

Taiwan's university evaluation system

TAIPEI, Dec. 9 /PRNewswire-Asia/ -- The Scientific business of Thomson Reuters, the world's leading source of intelligent information for businesses and professionals, today announced the signing of a Memorandum of Understanding (MOU) with the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) on collaborative efforts to support the university evaluation system and raise research output and evaluation standards in Taiwan.

The HEEACT, through joint endowment from the Ministry of Education and all universities, is the main institution authorized to conduct university evaluation in Taiwan. Its primary mission is to establish a fully integrated university evaluation system.

Said Dr. Victor Liu Wei-chi, Chairman of HEEACT, "Since 2007, HEEACT's has provided objective indicator measures of both long-term and short-term research performance of each institution annually, which considers mainly journal articles and their citations from Thomson Reuters' science and social sciences citation indexes. The HEEACT rankings, particularly field-based rankings, aim to serve as a good benchmark for universities in Taiwan and worldwide to map their relative position among peer institutions. It also allows each research university to track its annual progress in terms of scientific paper output."

Under the MOU, Scientific will provide its bibliometric expertise as well as databases and professional support to help the HEEACT develop appropriate and consistent methodologies for measuring research output of universities and research institutions in Taiwan that are in keeping with evaluation standards used by the international research community. The HEEACT will promote public awareness and exchanges with both local and international academia and research communities on critical issues and feedback to continue to raise the higher education and research output standards in Taiwan.
