The Changshu Processing Center is the first processing center built by CNOOD. Constructed at significant cost, the center involved careful site selection and long-term planning, with the processing facility rapidly established with the maturity of CNOOD's production conditions. The center's first project was a pipe pile project undertaken in cooperation with the high-profile Panama company Intercoastal Marine Inc.(hereinafter referred to as the IMI Project). On-site supervision for this high-precision undertaking was conducted throughout the project period by TUV Rheinland.

The IMI project not only required high-precision quality; the project cycle was short, and the long pipe pile length was challenging. TUV Rheinland's high skill level in inspection and technical consulting, and its deep international project management experience, were called for. CNOOD has expressed high praise for the TUV Rheinland team's expertise and dedication. The team's four key areas of contribution and added-value are set forth below:

1. Team of Stability and Professionalism throughout Project Period

CNOOD requires the highest standards in terms of personal qualifications and experience for third-party inspectors, and TUV Rheinland carefully selected four elite inspection engineers to conduct the document review and equipment inspection work for the project. TUV Rheinland maintained consummate consistency, continuity, and stability, from beginning to end, freeing CNOOD from worries. In addition, the team's precision, professionalism, and attention to detail created a shared progressive atmosphere with CNOOD and throughout the Project. CNOOD and TUV Rheinland cooperated very well, working with exacting precision right from the very beginning through to construction and then to the project's final stage. TUV Rheinland enabled CNOOD to carry out the IMI Project at international advanced level, from general control tasks right through to oversight of the most minute details, helping to ensure a steady stream of projects for CNOOD.

2. Professional Technical Skills and Perspicacity

The Changshu Processing Center is CNOOD's first factory, and the IMI pipe pile project was the Center's first project. Thus, this was quite a challenging project both in terms of production progress or quality control both in terms of production progress and quality control. Building on its wealth of experience in pipe pile production and quality control, TUV Rheinland rigorously reviewed related documentation, made many constructive suggestions, and pointed out control points for the pipe pile butt welding. Unfamiliar with the American standard applicable for this project, the site manager of the general contractor Intercoastal Marine Inc. often posed questions and concerns. TUV Rheinland engineers addressed them separately in detail, and with patience, gaining the trust of their counterparts via their professional attitude and technical skills, resolving doubts for clients and exerting stringent control over project quality. TUV Rheinland also established a bond of trust between client and manufacturer through the objective analysis of problems and the satisfaction of client needs via simple and effective methods.

4. Advancing Pertinent Suggestions to Manufacturer

In the middle of this project, because of weather factors it was found that surrounding environmental conditions prevented the meeting of corrosion protection requirements, causing a production bottleneck. Pipe pile production was seriously impacted, and the delivery schedule came under threat. The TUV Rheinland team brought owner, manufacturer, and sub-contractor together to ascertain both quality and delivery date solutions. With multi-sided cooperation under TUV Rheinland's professional guidance, a hermetic corrosion protection plant was built in just a few days, which greatly accelerated the pace of corrosion protection production progress and ensured the delivery date at no compromise of product quality.
