CIPA Will Leverage on Scientific’s Solutions & Services to Create a World Innovation and Investment Promotion Platform’ to Foster Innovation and Accelerate Development of China’s Hi-Tech Zones

XIAMEN, China, Sept. 10 /Xinhua-PRNewswire/ -- The Scientific business of Thomson Reuters and the Investment Promotion Agency of Ministry of Commerce, P. R. China (CIPA), today announced a partnership to create a ‘World Innovation and Investment Promotion Platform’ that aims to boost the soft infrastructure of China’s hi-tech zones to foster innovation, and promote bilateral hi-tech related investment between China and USA.

In conjunction with its Memorandum of Understanding signing with CIPA today, Scientific also signed MOUs with the Songshan Lake Science & Technology Industry Park Administrative Committee of Dongguan, Guangdong province, and the Changsha National Hi-Tech Industry Development Zone Administration of Hunan province. These two hi-tech zones, as designated by CIPA, will be the pioneers in implementing the WII promotion platform locally.

Said Mr. Mark Garlinghouse, Vice President for Asia Pacific, Scientific business of Thomson Reuters, "The Scientific business of Thomson Reuters has long been a recognised information partner of top Chinese universities and government institutes such as the Chinese Academy of Sciences, China’s largest government research institute, and supporting them in attaining world-class research excellence and influence. We also provide patent, scientific and technical information to global companies and well-known Chinese companies to help them make better decisions faster, shorten the product to market cycle and achieve business and research results. This puts us in an excellent position to support CIPA’s efforts to develop local science & technology companies and hi-tech industry clusters, and help them identify and strengthen their competitive edge. This partnership with CIPA is an exciting opportunity for us to share information and intellectual property (IP) solutions and services to meet hi-tech related investment needs and support innovation and commercialisation in China’s hi-tech zones".

Said Mr. Liu Yajun, Director General of CIPA, "The Scientific business of Thomson Reuters, a leading global information company, is our strategic partner in promoting investment in China. In practice, investment and promotion activities require much quality information to be gathered and disseminated effectively. Hence, we particularly value our partnership with Thomson Reuters. We hope that with effective planning and optimisation of resources, we can drive more domestic and foreign investment activity."

Commented Dr. Liang Jiayi, a member of Songshan Lake Science & Technology Park Administrative Committee, "Songshan Lake, with its natural scenic environment and highly accessible location between Hong Kong and Guangzhou, as well as one of the most established manufacturing supply chains at the eastern Pearl River estuary, has been successfully transforming innovation ideas into commercial products. The Scientific business of Thomson Reuters fills the gap we have by providing a world-class soft infrastructure to corporations and R&D organisations, in terms of both quality scientific information and best IP management practices and solutions. The consulting services by Scientific will also be instrumental in our selection of hi-tech companies for this park, to ensure that they are a good fit for the existing local industry base in order to grow and prosper in Dongguan."

Said Mr. Guo Lifu, Deputy Director of Changsha High Tech Industry Development Zone, "Changsha is one of the most preferred locations in China for hi-tech companies, based on the lower labor cost in central China and the strong education system especially in science and technology. Changsha is also the pilot area chosen by the central government as the site for building an environmentally-friendly and cost-efficient resource society with many favorable policies. The WII promotion platform project, with the participation of the Scientific business of Thomson Reuters, is timely and much needed in order to support the increasing level of R&D activity in Changsha and the resulting demand for information and IP management."

Earlier this year in July, Scientific announced its partnership on another national initiative with the signing of its MOU with the Intellectual Property Development Research Centre (IPDRC), a non-profit public enterprise owned by the State Intellectual Property Office (SIPO) of P.R. China. The partnership was part of the national IP strategy initiative spearheaded by IPDRC to accelerate patent research and promote IP management competence in China .
