Skill Building Is the Primary Task in the Development of BPO

However, BPO (Business Process Outsourcing) is a form of the modern service industry. To a great extent, service quality relies on the knowledge and ability of operational personnel. Offshore outsourcing has higher requirements for foreign language proficiency. The primary development element for BPO enterprises is therefore skill, while the No. 1 skill requirement for offshore BPO is language. However, the overall development of BPO requires that workers have language proficiency and strong professional skills. Skill is the key element for the development of BPO. Currently, many localities are deficient in this respect. To develop BPO, the primary task is to work on the skill-level problem. This is different from developing the manufacturing industry by building roads and houses and naming BPO parks.

Now, even cities where traditional higher education is rather developed are not free from concerns for BPO skilled workers. CCID Consulting's surveys and analysis show that CET Band 4 in China now only covers less than 50% of the English vocabulary used in BPO, while BPO vocabulary is also less than 50% of the vocabulary of CET Band 4. These fully explain that the current higher education in China cannot meet BPO's skill demands.

In addition, BPO is different from both IT outsourcing and software outsourcing. It needs technically-skilled workers, but also more accountants, human resources managers and other professionals in varying fields. Currently, there is a great degree of specialization in the educational system, and few students are aiming for a cross-discipline study. University graduates need long periods of training to attain competence for their posts. Therefore, nurturing BPO skills requires full cooperation between educational institutions and enterprises. The concerned authorities can communicate with various parties, build BPO-skilled training platforms, adopt a long-term view and gradually push forward the development of local BPO industries.

Of course, the development of BPO also needs support from global customer resources and supplementary infrastructure building, including all-weather power, communication, broadband and water. Preferential support from the government is also effective. There is a need to concurrently research and formulate feasible and competitive preferential policies and create a favorable environment for BPO to develop.
