Biometric Medical Test offers a solution to prevent forgery and fraud, protecting workers' wellbeing in Malaysia.

KUALA LUMPUR, Malaysia, Jan. 28, 2014 /PRNewswire/ -- The Malaysian government, through the Ministry of Home Affairs and the Immigration department has initiated a centralized management system for the efficient and effective management of migrant workers. The Foreign Workers Centralized Management System (FWCMS) will benefit the workers as it will address their needs and protect their rights when seeking employment in Malaysia.

The FWCMS is a system designed to take the whole process of recruiting, managing, monitoring and reporting of migrant workers into an efficient and highly secured online environment. This system will address the many issues faced by migrant workers, Malaysian employers and other key stakeholders.

FWCMS's holistic approach takes into account every critical security screening and administrative procedure to make the recruitment and management of migrant workers as hassle-free as possible. The system aims to create a process flow that will save time and cost, by streamlining the statutory procedures and addressing the immigration and health requirements of Malaysia.

Through FWCMS, all the key stakeholders, namely the Malaysian government departments -- Ministry of Home Affairs and Immigration Department, related Malaysian and foreign embassies, registered Malaysian employers, migrant workers and recruitment agents will have a common platform to access data and manage the various processes associated with employing migrant workers.

This state of the art system will also address all the challenges faced by the key stakeholders where migrant workers employment procedures are concerned. Some of the challenges which also affect the workers, include impersonation, diseases and sicknesses, failed medical tests, long waiting period for visa approvals and worker exploitation.

Every year, up to 30,000 new migrant workers in search of jobs in Malaysia failed their Malaysian medical tests within the first month of arrival due to various reasons. Cases of identity fraud are just as rampant.

It is a mandatory requirement by the Malaysian government for all labor source countries including Nepalese job candidates who seek employment in Malaysia to be medically certified and tested. Bio-Medical, a module of the FWCMS system ensures that a migrant worker is physically present at any one of a network of participating medical centres in Nepal, which will be equipped with biometrics technology software and equipment.

The Bio-Medical module effectively captures, processes and stores medical data of a migrant worker using fingerprint scanning. Authentication using biometric verification validates the individual's identity upon entry to Malaysia ensuring no cases of identity theft or impersonation, which results in the exploitation of migrant workers by unscrupulous parties.

Many Nepalese job applicants are sent home from Malaysia every day for failing the Malaysian medical requirements. With the introduction of Bio-Medical, probability of potential Nepalese workers failing the Malaysian medical requirements is greatly reduced and in the near future eliminated altogether, also eliminating identity theft or impersonation.

Malaysian Employers using the FWCMS system will also receive alerts, reminding them of the renewal of work permits for the migrant workers, ensuring the timely renewal of the worker's permits. This is possible via the automated monitoring aspect of the FWCMS, e-Enforcement.

Upon arrival and commencement of work in Malaysia, migrant workers are at most times at the mercy of their employers, unaware of their rights in the foreign country. FWCMS will provide an outlet for migrant workers to voice their concerns regarding their own wellbeing via the e-Complaints module. To facilitate its function, dedicated one-stop centers are located throughout the Malaysia to cater to the needs of migrant workers.

With the implementation of FWCMS, the Malaysian government will ensure through system controlled compliance all migrant workers are insured for Compensation and Hospitalization policies which will have to be purchased on line as a mandatory requirement before visa issue and work permit renewal, ensuring protection for migrant workers when working in the country.

With the implementation of FWCMS in all source countries, migrant workers receive greater protection through a system that ensures job availability upon arrival, holds employers accountable, minimises worker exploitation, prevents impersonation cases, and ensures insurance protection.
