CCID Consulting Analyzes Gap Between China and Foreign Banking Informatization

Western advanced banks, such as HSBC and Citibank reengineered their business process and put forward process bank, which considers clients and process as the key, driving information system’s comprehensive reform. From the other side, foreign banks’ informatization development is at the stage of business leading IT. Informatization has become the basis of banks’ business development. Banks pay more attention on how to realize the convergence of business and IT, and carry through comprehensive balance to quality, efficiency, value and risk. Currently, foreign banks’ informatization construction focuses around business integration, a highly efficient management, intelligent decisions and the convergence of information technology and business.

In contrast, China’s banks’ informatization development has a large gap with developed countries. China’s banks’ informatization starts at China’s reform and opening up period. It also experienced offline business process, online business process and data centralization. Currently, it centers around information management, knowledge management, application centralization and virtualization.

However, through reviewing the 30 years of informatization development in China’s banking industry, it also has differences. G enerally speaking, it includes the following modes:

1. Introducing a foreign product mode. Commercial banks’ core business systems could directly introduce foreign products and gradually develop other application systems. In China, the representatives are Bank of Shanghai, China Citic Bank, China Development Bank and Bank of Qingdao. This mode’s largest risk is foreign products’ different finance environment with China’s banking.

2. Introducing a foreign consulting mode. By means of famous foreign consulting companies, commercial banks introduce foreign advanced concepts and thoughts, plan banking informatization blueprints and gradually implement them. In China, the representative is China Minsheng Banking Corp., Ltd. This mode has advanced development thoughts, but its implementation effect needs to be assessed.

3. Drawing on foreign experiences, independently innovate mode. Commercial banks directly draw on advanced foreign concepts and thoughts, combine China’s banks’ characteristics and carry through informatization development from a banks strategic level. In China, the representative is China Merchants Bank. China Merchants Bank uses information technology to rapidly adapt market requirements, fully display information technology advantages, plan information system construction from cost, risk and flexibility, design all in one card, achieve favorable market share.

4. Self-construction mode. Based on their own strengths, commercial banks organize professional development teams, according to banks’ characteristics set up complete and flexible business and management systems. In China, the representatives are Industrial and Commercial Bank of China and Agricultural Bank of China. This mode could implement their own thoughts and intentions through their professional team, but this mode has large costs, and it could be restricted by their own thoughts.
