China Housing & Land Development, Inc. Signs Engagement Letter with Parsons Brinckerhoff to Jointly Collaborate on Future Planning for the Company's Baqiao Project

XI’AN, China, Dec. 19 /Xinhua-PRNewswire-FirstCall/ -- China Housing & Land Development Inc. "China Housing" (OTC Bulletin Board: CHLN), a leading developer of residential and commercial properties in the northwest China announced today that the Company's fully-owned subsidiary Xi’an New Land Development, Inc. ("New Land") has signed an engagement letter with Parsons Brinckerhoff ("PB"), a global leader in the development and operation of infrastructure to meet the needs of communities around the world, to jointly plan and develop additional infrastructure for the Company's Baqiao project.

As part of the agreement, management of China Housing will work closely with PB on 487 acres of urban planning and 80 acres of land development planning which is expected to take place in 2008. China Housing is currently in negotiations with the Xi’an local Government regarding an infrastructure construction contract where the Company would be compensated to build a 5-km river park, three dams and two roads. The total contract amount is estimated at approximately $70 million USD and would be completed during the next three years. Management of China Housing believes this additional infrastructure work will further enhance the land value of its 487 acres and will serve to facilitate future land and housing sales at attractive prices.

We expect these strong secular pricing trends to be supported by our planned developments for Baqiao, in addition to other projects underway, such as the City Subway Engineering Project, which connects the Terracotta Warriors in the east to the center of the city then finally arrives at Xian International Airport, including a connection specifically to Baqiao.
