The conference was attended by representatives from TUV Rheinland and CEO International Certification (CEOIC) as well as officials from the China National Committee on Aging (CNCA), the China Association of Social Welfare, China Research Center on Aging and China Adult Education Association, officials from Taiwan's elderly care industry, Ministry of Civil Affairs, Occupational Skill Testing Authority, elderly care industry associations, as well as experts and academics from related educational institutions.

This will be used to craft an international education certification program for elderly care expertise and institutions in China. The personal certification component will consist of "Elderly Carers" and "Elderly Care Operations Managers". Institutional certification will be based mainly on the "Elderly Care Institution Management Service Levels" developed using the TUV SQS international service quality certification standards. SQS is a total service quality assessment method offered by TUV Rheinland centered upon documentation review and on-site assessment. It looks at quality controls, laws and regulations as well as service processes to determine if an institution's service management process, personnel training as well as the planning and maintenance of hardware facilities meet international service quality requirements. Its goal is to show that the client fully understands the needs of its customers, identify internal problems in management and service quality, improve the quality of service and facilitate continuous improvements to the management system and processes. Qi-ming Pan, the chairman of CEOIC, said that their course design will introduce the occupational education program design of TUV Rheinland as well as the spirit of Germany's "binary" vocational education.
