Energy Professional Suggests Regulatory Framework -- Key for Efficient Gas Distribution

"Successful implementation of a gas distribution system relies on an efficient and reliable long term regulatory framework," said Ieda Gomes, Managing Director, Energix Strategy Ltd.

SINGAPORE, Jan. 4, 2012 /PRNewswire-Asia/ -- City Gas Asia 2012 (http://bit.ly/xz7NFv ), the annual gathering of gas distribution regulators and engineers will take place on the 14th and 15th of February, 2012 in Kuala Lumpur.

Ieda will lead with a compelling presentation on the key factors affecting gas distribution in emerging markets and will run a workshop on developing a comprehensive regulatory framework for gas distribution.

"A highly efficient regulatory framework is vital," says Ieda. "But more importantly one has to figure out what incorporates these regulations."

Ieda further comments: "These regulations should incorporate the most updated standards. Being a combustible fuel, safety and prevention of leakages is a huge consideration. The standards should ensure safety measures are met.  In addition, the regulations should also include a pricing strategy in tune with the market economics."

Ieda also reveals something very interesting on pricing mechanisms.

"The IGU has recently published a report. Around 50% of the markets that the IGU studied have a pricing structure that is not market price. Some countries subsidise it below the cost of supply. Some do not use price indexation. Some index it to electricity and so on."

However, a strong pricing mechanism can go a long way in setting up an efficient distribution network.

Until recently Ieda was BP's Head of New Ventures and INGLs, focusing on gas and LNG opportunities in South Asia & Middle East. In February, Ieda joins the likes of Andy Cummings from GL Noble Denton, Ken Ong from China Resources Gas Group, Lim Dao Xian from Energy Market Authority Singapore amongst others to discuss challenges and strategies towards implementing gas distribution networks in Asia.
