About EM Services

EM Services was set up in September 1988 with the mission to manage townships following the enactment of the Town Councils Act. The Company has grown over the years to become one of Singapore's largest estate and property management company with a suite of services across residential, commercial & industrial properties, and student accommodation.

The management believes that estate management is about sustaining complex living communities with heart and soul and they are only able to do so by creating real partnerships with the communities that they support. More than just maintenance and engineering, they believe in building a sense of belonging and co-ownership for their vibrant living spaces.

EM Services has established a strong track record in the management of townships and properties across Singapore. Currently, the Company manages ten of Singapore's sixteen townships which cover over 700,000 HDB residential units and 9,000 retail and shops units. Besides, EM Services provides contracts and project management, engineering, real estate services, eco & smart projects and operates a learning academy.

Vision: To be an outstanding real estate management and engineering services company built on excellence in People, Service, Systems and Innovations.

Mission: To anticipate, innovate and participate to help create a great environment for all to live, work, learn and play.

Service Values: Guiding everything that they do are three key values that distinguish not only their approach but also the way they serve their audiences. The three key values are Professionalism, Integrity and Care.

Corporate Culture and Company Activities

EM Services is the early adopter of TAFEP fair employment practices, inclusivity in employing persons with disability. The Company also encourages work-life balance and promotes team spirit by granting team bonding leave and allowance to organise activities by business units. They also promote healthy living through regular exercise programmes and health and wellness lunch talks. Besides, EM Services emphasises greatly on their people and created the EMers' Club where staff of different business and corporate services units come together to organise sports and recreational activities for fellow colleagues.

For more than 20 years, the Company has participated in the SHARE programme organised by Community Chest. They hope to make a difference in the society by providing care and assistance to those who are in need. EM Services also organises and sponsors various charity activities and donates all proceeds to various charity organisations.

Achievements and Impact

In 2018, EM Services rebranded itself and also incorporated three subsidiary companies, namely EM Engineering, EM Real Estate and EM Learning, offering better and more focused services to their clients.

"yo:HA - Your Habitat" service brand has hostels located at various convenient locations for foreign students and foreign talents to stay.

For EM Services, human resources are a very important asset and sharpening their skill set is both their responsibility and their commitment. One of the identified challenges is the change in learners' learning methods; the newer workforce has gravitated towards the application of new technologies in learning. In response, they streamlined learning towards competency-based approaches and applied different learning methodologies in their approaches. These can challenge their learners to expand their knowledge and understanding and more importantly, to own it.

In 2018, CEO, Mr Tony Khoo together with the management team, collaborated with Dr Teo Ho Pin (Mayor of North West District and a Member of Parliament for Bukit Panjang Constituency) to produce a book titled, 'Township Management in Singapore: Sharing Professional Practices'. The book encompassed the ten Key Business Functions (KBFs) which make up township operations. Not only focusing on the training and development of their staff, EM Services also uses the KBF training to groom professionals in the industry and partners with tertiary institutions to train students for the industry.

Innovation as the Way Forward

EM Services is a market leader in the Township Management industry and innovation is the key to ensure that their Facility Management (FM) team stays in the forefront in Township Management. One of the most remarkable is tapping into emerging technologies that could transform FM in township management, making their FM work smarter, effective, productive, specialised and safer.

Building Inspection Using Drones: Sembawang Town Council (SBTC), managed by EM Services, had done drone testing and has proven a success in its application in roof inspections in HDB blocks. This is a game-changer for the team; saving time (approximately 108,000 minutes or 225 Man Days, assuming 1 Man Day is 8 hours), improving quality and efficiency of inspections, as the drones are able to inspect hard to reach areas.

GOfm: The GOfm system digitalises EM Services's work processes and staff's productivity. It encompasses several modules, including ones that help the teams oversee customer feedback and manage contractors. At the heart of the GOfm is the operations command centre, which serves as the nerve centre of the Town Councils. It empowers individual town councils to conduct their own active monitoring, knowledge building, process refining and crisis management by embracing the use of big data. The current GOfm system is constantly evolving and new modules are constantly added to enhance the work processes and provide excellent delivery of services to the residents. EM Services envision the GOfm as a stamp of quality in the FM industry.

GOfix: EM Services launched another service brand GOfix, a one-stop solution platform, which offers handyman services, including lighting, plumbing, electrical and air-conditioning for all residential and office improvement needs.

Future Direction

EM Services is constantly exploring innovations, new technologies, joint ventures and overseas partnerships, moving towards a smart nation with smart township initiatives to improve quality living and environment.
