2007-06-20 18:10 1429

BEIJING, June 20 /Xinhua-PRNewswire/ -- Drawing upon its rich experience in development zone research and through large-scale practical surveys, CCID Consulting China's leading research, consulting and IT outsourcing service provider, and the first Chinese consulting firm listed in Hong Kong, recently evaluated the attractiveness of the IC industry in development zones in China using a comprehensive evaluation index system based on resources, environment, innovation activities and innovation performance, and released the 2006-2007 Research Report on Attractiveness of the IC Industry in Development Zones in China. The report not only evaluates the attractiveness of the IC industry in development zones in China but also suggests how they can improve their industrial attractiveness.

The evaluation result shows that the Suzhou IC Industry Park, Zhangjiang Hi-Tech Park and Beijing Economic-Technological Development Zone claim the top 3 places in terms of attractiveness of their IC industries among development zones in China.

Thanks to its good element supply, industrial policies and favorable geographical advantages of its proximity to Shanghai, Suzhou IC Industry Park offers good appeal to IC manufacturing, packaging and testing enterprises, topping the overall attractiveness chart.

The IC Industry Park in Shanghai Zhangjiang Hi-Tech Park tops the IC industry attractiveness chart among development zones for its favorable policies, complete industry chain, attractive supplementary facilities and superior human resources. In particular, sound industrial matching ability and human resources make it a good place for investment by IC design enterprises. The park claims the No. 2 spot on the overall attractiveness chart.

Drawing upon its favorable policies in Beijing, supplementary industrial advantages and active building of a services platform, the Beijing Economic-Technological Development Zone is in the 3rd place on the overall attractiveness chart.

Meanwhile, based on the development zones' IC industry advantages in various aspects, CCID Consulting has also selected the "Top 10 Development Zones By Policy Environment", "Top 10 Development Zones By Industrial Atmosphere", "Top 10 Development Zones By Element Supply", "Top 10 Development Zones By Services" and "Top 10 Development Zones By Innovation Environment".

Policy environment: Thanks to their favorable industrial policies, strong policy stability and degree of attention from the government, Suzhou IC Industry Park, Zhangjiang Hi-Tech Park and Beijing Economic-Technological Development Zone claim the top 3 spots in terms of policy environment.

Industrial atmosphere: Zhangjiang Hi-Tech Park has a comprehensive IC industry chain, a good supplementary environment, strong clustering of downstream manufacturing enterprises, developed transportation and logistics system and sound legal environment, thus topping the IC industrial atmosphere chart. Suzhou IC Industry Park comes 2nd with its good supplementary industrial atmosphere and Beijing IC Industry Park is in the 3rd place for its rather comprehensive industry chain.

Element supply environment: Chengdu IC Industry Park and Suzhou IC Industry Park offer cost advantages in terms of water, electricity and land supply needed by the IC industry. Meanwhile, Chengdu boasts of a sufficient number of high quality microelectronics talent and thus enjoys higher element supply advantages over other development zones. Thanks to its proximity to Shanghai, the Suzhou IC Industry Park can share its human resources. Meanwhile, manpower cost there is also lower than in Shanghai. Hangzhou Hi-Tech Zone has rather evenly distributed advantages in element supply, but its land supply advantages are on a falling trend.

Level of services: The level of services is generally high in development zones in Eastern China. In recent years, the Xi'an Hi-Tech Zone in Western China has performed well in terms of services.

Innovation environment: Hangzhou Hi-Tech Zone has the best performance in appealing to talents. Meanwhile, it has a good industrial R&D atmosphere, which is good for technical personnel to concentrate on R&D. It thus tops the innovation environment chart. Shenzhen Hi-Tech Zone offers good appeal to talents. The environment there is very competitive, thus creating a good innovation environment. Zhangjiang Hi-Tech Park, Beijing Economic-Technological Development Zone and Beijing IC Industry Park have long built upon the solid R&D advantages in their local cities and claim the top 3 spots on the innovation environment chart.

In 2006, China's IC industry came onto a fast track again. Sales revenues for the whole year totalled 100.63 billion yuan, up by 43.3%. China's total IC output reached 35.56 billion pieces, up by 36.2%. As for growth rate, there was a big rise in IC sales revenues and total output in China in 2006 over the respective growth rates of 28.8% and 19% in 2005.

However, growth of the IC industry is not balanced yet. Regional gaps have widened. IC enterprises in China are concentrated in the Beijing-Tianjin-Bohai Rim region, the Yangtze River Delta region and Pearl River Delta region. Over 95% of China's IC sales revenue also comes from these 3 regions. The IC industry in Central and Western China depends on the driving force of a few central cities, such as Xi'an, Chengdu, Changsha and Wuhan.

Size expansion of China's IC industry is still driven by the packaging and testing industry. A lagging design industry has become the main factor that restricts industry growth and structural upgrading. To solve these problems and improve the competitiveness of the IC industry, "giving full play to the services advantages of development zones" and "strengthening the ability to integrate resource elements and the industry chain" will become the 2 major means for IC industry parks to increase their attractiveness.
