The Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone is a designated independent zone with preferential business policies. Its mission is to develop innovative physical mechanisms to modernize the service sector, consolidate the development of a modern service industry, pioneer cooperation between Hong Kong and mainland China, guide the enhancement of sectors in the Pearl River Delta Region, and showcase the innovative cooperation between the modern service industries in Guangdong and Hong Kong.

Shenzhen Qianhaiwan bonded zone has a historic pioneering mission. Currently operated by China Merchants Group, the bonded zone possesses the highest level of customs surveillance in China. Capitalizing on the dual benefits of convenient geographical location and preferential policies, DHL commenced operations here in 2008. Nurtured through mutual cooperation and steady hard work for more than three years, the project has gradually developed from its initial single-business model to today's parallel up-and-coming operations through land and marine connections, offering Hong Kong speedy services, multinational consolidation and global reach on the solid foundation of two core business models, and achieving over 300% annual compound growth.

A strategic cooperation agreement and a memorandum of understanding (MOU) on projects related to port operations, warehousing and logistics and the development of mainland markets was signed between CMG and DHL on 24 March 2009. The new QHW ILC is the first pilot cooperation project at the Shenzhen Qianhai bonded zone CMBL and DHL. The project combines CMG's expertise in asset-heavy investment, bonded port operations and management with DHL's established role in logistics and advanced customer service capabilities. DHL QHW ILC is an important pillar of DHL's global logistics strategy, operating as DHL's regional shipping hub and distribution centre in southern China.

The establishment of the DHL QHW ILC is intended to further promote cooperation between CMG and DHL and to set a solid foundation for the level and scope of strategic cooperation between the two parties. Based on mutual trust established through previous cooperation and an optimistic perspective on the region's business development, CMG and DHL will continue to expand their scope of cooperation in mainland China and overseas emerging markets in land transportation, medical logistics, chemical logistics, industrial logistics and cold chain logistics. It is expected that other successful cooperative projects will emerge in other cities in China and overseas emerging markets, to further realize complementary advantages and win-win strategy of CMG and DHL working together.
