TEDA International Cardiovascular Hospital - First hospital in China to Pass JCI and HIMSS Stage 7 Certification

TIANJIN, China, December 23, 2015 /PRNewswire/ -- On December 12, 2015, TEDA International Cardiovascular Hospital (TEDA) was validated by HIMSS Analytics with the Stage 7 Award, making it the first hospital in China which has passed JCI and HIMSS Stage 7 assessment at the same time. It is also the 9th hospital outside United States and the 3rd hospital in China to achieve Stage 7 (the other two are Peking University People's Hospital and Shengjing Hospital of China Medical University). This means TEDA has obtained leading position in the informatization construction of hospitals home and abroad.

HIMSS (Healthcare Information and Management Systems Society), a not-for-profit international organization for medical members, is focused on optimizing care outcomes and improving information management of the hospitals through Electronic Medical Record Adoption Model (EMRAM). EMRAM grading is the most recognized grading in the world on the medical information system. It scores hospitals in the HIMSS Analytics TM Database on their progress in completing 8 stages (0-7), with the goal of reaching Stage 7: the highest EMRAM level representing the highest level of medical e informatization construction of the hospital. By the first half of 2015, only 3.7% of the total 5,464 hospitals in United States have reached stage 7.

During the three days assessment from 20 November to 22 November this year, the three experts visited the medical and surgical wards, pharmacy, the vein liquid distribution center, radiology, nuclear medicine department, ICU, CCU, operation room, interventional treatment center, outpatient and emergency clinics, blood bank, medical records room, the computer room of the information center and other departments on-site. An overall evaluation was carried out on the information coverage, paperless environment, closed-loop management, clinical data center, knowledge base and clinical decision support, medical security and other aspects. In the summing-up meeting after the assessment, the experts of the team spoke highly of the information construction level of TEDA, considering TEDA has promoted the idea and application of closed-loop management to a new level. In TEDA, the closed-loop management is not only applied in medication process but is also widely adopted in many other clinical links. The expert team marveled that the automation level of outpatient pharmacy of TEDA is the most advanced we've ever seen during the past HIMSS EMRAM Stage 7 assessments on hospitals worldwide.

TEDA has never stopped the pace of e informatization construction ever since its founding. It continues to closely combine informatization with quality management and gradually realized the application of electronic medical records in all clinical departments. In TEDA, the closed loop management involves multiple aspects such as medication, blood usage, patients' diet, etc. Taking medicine distribution as an example, when a doctor writes a prescription in the system, the data will be transmitted automatically to the drug packaging machine where the medicine is packed in dosage and will then be delivered to the nurse station by special personnel. Before distribution, the nurse needs to scan the wristband of the patient and check the items including name of patients, type of medicine, dosage, and time of taking medicine to see whether it matches the bar code on the package. If not, the system will show error automatically. As a cardiovascular disease specialist hospital, open-heart surgery is one of the major surgeries carried out, and blood usage is an important part for the operation. In TEDA, blood transfusion process is also under closed-loop management. First, the doctors file electronic application on blood transfusion, and then the nurses take blood samples from the patients for the blood bank to cross-match. A bar code will be stuck on the matched blood parcel in preparation for the trasfusion. If the blood transfusion is needed during or after surgery, the blood bank will dispense as per requirement and the nurse also needs to scan the wristbands of patient to check with the items of the bar code on the blood parcel to ensure the safety of the patient.

The paperless environment means that all medical information including medication records, course records, examination reports, inspection reports, surgical records and monitoring records are all electronic, which enables the doctors to see all the medical information of the patients in their workstation. Meanwhile, the clinical data center was established in Teda after systematic integration to provide information to the medical staff during work, which improves the work efficiency and quality of the medical staff.

TEDA also established a relatively complete knowledge base system to improve the clinical decision support by giving tips to doctors and nurses during medical process and providing diagnosis and treatment guidance based on clinical path. For example, after a doctor writes a prescription, the system will check automatically and display warnings when there is toxic side effects among the drugs, or the dosage of drugs prescribed does not match the weight of patients / children, which ensures the safety of drug usage. The system can also offer guidance and management for the doctor's behavior in the antibiotics prescription by matching and managing the diagnosis of infection the doctor inputs with the category, dosage, taking time of the antibiotics to prevent the excessive usage.

After the establishment of the complete medical information system, TEDA can exchange health information with other medical institutions. If the patients need to transfer to another hospital, they no longer need to copy a thick wad of paper records. The information system can transmit all the medical information to the receiving hospital. This also lay the foundation for the establishment of electronic medical records and health archives called for by the 13th Five-Year Plan.
