Two Companies Commence Operations in the Changzhou Export Processing Zone

CHANGZHOU, China, Oct. 21 /PRNewswire-Asia/ -- The Changzhou National New and High Tech District reports that on the morning of September 10th, Taiwan-based enterprise TaLiang Optoelectronics (Jiangsu) Co., Ltd. and American sole proprietorship PanaVise Tool (Changzhou), LLC held a ceremony in the Changzhou Export Processing Zone to celebrate the companies' commencement of operations. The TaLiang Optoelectronics project represents an investment of ten million USD, and mainly focuses on the manufacture and production of material components for display screens. PanaVise (Changzhou), LLC constructed its own new factory, which mainly produces automobile parts, circuit board holders, and work tools.

TaLiang Technology Co., Ltd., the Taiwan-based company that funds TaLiang Optoelectronics (Jiangsu) Co., Ltd., has over ten years of experience in the manufacture of CNC engraving machines, PCB Drilling machines, PCB Routing machines and Glass Grinding machines, its products have earned a reputation for their fine and consistent quality, and in recent years, the company has maintained growth and continuously expanded the scale of its operations. As the company has risen within the industry and made progress in the field of new materials, and because of the Changzhou Export Processing Zone's excellent environment for investment and business development as well as its comprehensive services system, the company has decided to select the Changzhou Export Processing Zone from among the Changsanjiao municipalities for the company's expansion into the production of new products, and has established TaLiang Optoelectronics (Jiangsu) Co., Ltd. This company's primary operations will include the production and manufacture of materials and components for TFT-LCD, PDP, and OLED display screens, as well as the research and development of liquid optical bonding technologies. Once operations have begun, the company is expected to produce one million units of LCD display screen components a year. The Changzhou Export Processing Zone provides enterprises with comprehensive services, and whatever problems company investors may encounter, be they as serious as the approval of projects, accounting and inspection of funds and property, and project construction, or as minor as the processing of papers for employees of foreign nationalities, making inquiries as to the rental of living quarters, or the external handling of fire safety inspections, the Changzhou Export Processing Zone's management agency can act as a go-between to coordinate matters and obtain satisfactory answers and solutions. Furthermore, because the TaLiang Optoelectronics project uses a relatively large amount of power, requiring 800 KVA in power capacity during the first phase and an additional 800 KVA in the second, and because the foreign investors were not familiar with Chinese domestic policies concerning the application process and relevant paperwork, the Processing Zone's management agency sent specialists to contact the departments for planning and power supply, and starting with the application for use of power, acted as a representative for the company, from the design of power use, finalizing of the plan, conducting of a bidding process for procurement, signing of contracts, payment of fees, coordinating of operations on site, and all other aspects of the process. The Processing Zone was able to complete the deployment of power facilities in the shortest possible amount of time, saving the project precious time and allowing it to begin operations on schedule.

The investing company from PanaVise is part of the world-famous American tool-industry leader PanaVise, which is located in Reno, Nevada. It is well-known throughout the world for its suction holders and a variety of other holding equipment. The company set up operations in the Changzhou Export Processing Zone in 2007, and in the past several years, PanaVise's factory in Changzhou has grown from just a few people to almost one hundred, and production value has also skyrocketed from a few hundred thousand RMB to over the ten-million mark. Having maintained steady operations throughout the financial crisis, the company has decided to expand the scale of its production and has moved into a new factory.
