Changzhou High-Tech District to Invest RMB36.1 Billion to Build the Northern New City

CHANGZHOU, China, Sept. 14 /PRNewswire-Asia/ --

As a prime example of economic growth in the Yangtze River Delta, the "Northern New City" in Changzhou National Hi-tech Industrial Development Zone Changzhou Xinbei District), is driving on the fast track of construction. The Three-year Construction Programme for 2010-2012, prepared by the District, has recently been announced. According to the planning, the District will invest RMB36.1 billion for construction in the coming three years, including approximately RMB12.22 billion in 2010.

In the coming three years, Changzhou High-Tech District will focus its construction on:

1. Key infrastructure projects in Jiangsu Province and Changzhou, including construction of the Changzhou-Taizhou cross-river routeway, the Western Ring Express Highway, the Beijing-Shanghai Express Railway, the Inter-city Railway, Phase II of the urban elevated highway, Changzhou Airport, and construction of Changzhou port of the Yangtze River, etc.;

2. Road supporting projects for the Changzhou Station Transport Junction of the Beijing-Shanghai Express Railway, Changzhou Creative Industry Base, residential areas, the electro-mechanical industrial belts, and waterfront areas;

3. Afforestation projects. 870 hectares of greening areas are to be added within three years.

In addition, a group of projects, including those focused on the supply of water, power, gas and heat, along with road lamps and telecommunications, will be implemented. Water treatment networks will also be constructed. Education, medical services, culture, and sporting infrastructures will be optimized, as resettlement communities of nearly three million square meters will be built up.

Development and construction of new urban landmarks in an all-compassing way is the core of the three-year construction programme for Changzhou High-Tech District. In the coming three years, five large-scale urban complexes will be developed here. The first is an express railway junction complex, called "Window of the City". Covering around 14 square kilometres, a new city center will be built around Changzhou Station of Beijing-Shanghai Express Railway, integrating various functions such as retail, trade, financial services, culture, entertainment, administration, medical services, and education.

The second is Sanjiangkou Cultural and Recreational Complex, called "Future Port". Covering around 1 square kilometre and relying on the advantage of good landscape and transport in Sanjiangkou Area, an inner harbour tourism wharf will be set up and large cultural and recreational facilities will be built, including four-dimensional cinema and international churches.

The third is a tourist innovation complex, called "Innovation City". Covering around 8 square kilometres, China Dinosaur Park uses the geographical matrix of the meridian at longitude 120 degrees east to develop the new combined industry of "Innovation plus Tourism", focuses construction on the innovation industrial carrier of "One Core, One Axis, and Four Points" and the recreational tourism block of "One Bow, One Arrow, and Four Parks".

The fourth is an ecologically liveable complex, called "Flying Dragon Residential Area". Covering around 3 square kilometres, the Area will have a green ring of 30 meters in width and 4 kilometres in length, dotted with over 10 big or small parks, accessible to complete community facilities, thus creating an ecologically liveable environment of "Watery and Green Surroundings."

The fifth is a retail and office complex, called "CBD". Covering around 2 square kilometres, an international-levelled central business district will be built here, including complex functions of finance, insurance, securities, agencies, business headquarters, multi-starred hotels, and shopping streets for fine products.

The gross planning area for the "Northern New City" of Changzhou will reach 70 square kilometres. As estimated, the population of the new urban area will be 550,000 by the year 2020. It will be built into a modern new urban area with new and high technology playing the leading role, and with the sound functional matching facilities, and the convenient communications and the harmonious coexistence of human beings and nature. The District will also be built into a first class development zone across the country.

The total fiscal revenue of Changzhou Hi-tech District in 2008 reached RMB10.033 billion. GDP per capita passed USD$10,000 and reached USD$10,873. The District enjoys an extremely active atmosphere of venture capital investment. By the end of 2008, a total of 1,199 foreign-funded enterprises had been set up throughout the District, with a gross project investment of USD$12.55 billion, 19 of which are world top 500 enterprises. There are 288 foreign-funded projects with approved gross investments over USD$10 million. In addition, non-government investment is also very active. The number of private enterprises in the District has reached 10,348, leaping to second across the entire City.
